No it's not a duvet cover. It one of my teaching aids - a giant cloth music stave with velcro notes and musical symbols.

A quaver is a type of note, the duration (i.e. how long it sounds for in relation to the other note types) is half a beat. In the US it is called an eighth note.
I had to look that one up--I didn't know an eighth note was called that. Very clever Q.
